Care First, Jails Last Resolution

The People's Plan is a subset of 25 recommendations from the overall list put forward by the Care First Jails Last Taskforce. This plan uplifts crucial policy change and budget investments in the areas of housing, diversion, treatment, family involvement, employment, transparency, and culturally relevant service provision.

The People's Plan for Healing and Safety

​The "Care First, Jails Last Task Force" shall be a 25 member body charged with developing a countywide implementation plan, subject to approval by the Board of Supervisors, informed by what was proposed by the JIMH Task Force for the next 2 years.

Justice Involved Mental Health Task Force (JIMH)

With approval from the Alameda County Board of Supervisors, ACBH and HCSA launched the Justice Involved Mental Health Task Force (JIMHT) in early 2018. The JIMHT is a cross disciplinary team that brings together decision makers to reduce the prevalence of people with mental illness and co-occuring disorders in Alameda County Jail.

L.A. County Report on Care First, Jails Last

Los Angeles County has implemented a Care First, Jails Last pilot. The $61 million, two-year pilot is working to divert people from jail and instead offer services to help overcome housing instability and mental health and substance abuse challenges. It will also provide a model for how to turn the page on mass incarceration.

CFCC Budget Trainings
Since 2023, CFFC has skilled-up Alameda County residents on how to democratize the County Budget process to mobilize residents for a Care First Budget that prioritizes investments in mental healthcare and housing.
